Prime Minister Donald Tusk said earlier that the Civil Protection and Civil Defence Programme would receive PLN 102.4 billion (EUR 23.4 billion, USD 26.4 billion) over the five-year period, with about PLN 30 billion to be made available to regions through provincial governors.
Tusk said local governments would decide how to spend the funds, including on shelters, fire stations and telecommunications infrastructure.
The programme's priorities include protective structures, rescue equipment and facilities, ensuring continuity of water and energy supplies, and sites for storing reserves in case of emergencies.
Funding will also go toward cybersecurity and secure government communications.
"I am convinced that as these projects are carried out, Poles will feel that we are becoming a safer place month by month," Tusk said.
Szłapka said the programme was primarily intended to streamline existing efforts and ensure continuity of funding.
The new programme is scheduled to run from January 1, 2027 through December 31, 2031. In 2025 and 2026, the government allocated nearly PLN 34 billion to civil protection, Polish state news agency PAP reported.
